New Power Source - Treadmills
My idea is basically you put a character on a treadmill, clearly, and as the run they'll generate electricity. While they do this you can overload them with a backpack and materials so they become over encumbered and build up strength. However, since they move slower with a heavier backpack they'll generate less power. This would at least put your idle soldiers to use and train them at the same time.

I love it!
Though treadmill is a bit of an advanced machine for them. It would be easier if you had a "Wheel of Conan" that could fit a larger number of people when it is upgraded further, or which can fit a number of people but produced more energy per-person when upgraded.
The idea is the same, but the machine would be more awesome looking and fit better.
