Multi Floor and Cover system and such

Multi floors have been used in lots of games in rts not so often in rpg almost always.
But they are used is at all always seems to be nice rather then one level.
In kenshi most of the buildings have the look of towers and 2 stories or more buildings.
If you ever played the Sims on the pc you may seen to the side they have 2 arrows to show what floor.
If multi floors is added when the player picks to send a unit up it will switch to that floor with a walking up stares animation. the player could also use arrows as talked about. these could be nice when building on multi floor to have arrows like the Sims.
Cover system.
A way to be safer mainly letting a player have units hide behind , buildings , shields , jumping , ducking or doing what is needed to live. It would be on the right side box with others like taunt or block.
adding a cover system is not just that but hiding from attackers or taking cover to avoid more damage. It mainly lets them sneak attack flank hide from attackers or other strategies that would make things more interesting.
Also with cover comes the shield this can protect units but slow them down highly and make attack less but defense higher. Also if bows & arrows , guns or other projectiles are added the cover system can be helpful.
8 swordsmen vs 1 dude with Uzi from a distance will probably make the swordsman dead in a small amount of time with no cover or sneaking .
For good example of cover systems in a rts with guns men of war has a good cover system.
Economy and government.
Now this idea is not for everyone.
When players make a city they can elect a Representative to talk to other town leaders make trade routs protection deals and all kinds of diplomatic and economic things. join forces to fight a battle protect one another merge your city and there city and all kinds of things can be done if a eco or gov is added to the game.
