Add bandit raid frequency to the slider options

I think bandit raid frequency should be an adjustable option. either that or have it based on diplomatic standing. so if they REALLY hate you, then prepare for a long protracted war.

Speculating that the 'long, protracted wars' will be a thing after the improved assault AI is implemented.
Roadmap says that won't be for a while.
