what if your more rowdy citizens tried forimng criminal orginizations within your city you know start fights with other gangs in your cities atteping to exort money out of shopkeepers attepmting to rob stores bribing gaurds to get their people out of prison probably wont work i know but still i think its a good idea

Can they be fluent in jazz tap and name themselves after things a 5 year old would think is cool, like the planes, and the pihrana? I like the idea of a faction staging their own jailbreaks against the air. That part sounds pretty cool, and could even get your people out too, if they were imprisoned for some reason. *cough impersonating a nun and a police officer, and staging offensive situations to try to start a war between holy order and the police *cough*.

Having to deal with gangs could also add more to the procedurally generated quests, especially if large enough gangs can then form their own bandit faction, or simply ally themselves with one. Tunnel Pythons have to conquer the surface some how, right?
