Okay, I can't seem to find a relevant thread that this would be included under and I hope the features board is the right place because I don't believe it's a bug. That said, having bandaging prioritize actually bleeding (aka still losing points) limbs/areas over ones that are hurt but not continuing to worsen seems like a good idea. It's mildly frustrating to use up your on hand bandages wrapping up hurt-but-stable chest/head/stomach/arms if your left leg is bleeding out after all. Hurt-but-stable can get back to base to heal, but if you're bleeding out you'll just end up getting nowhere.
Of course, I'm still new to the game, so maybe I'm just doing something wrong? Not sure.

click your medic then have him manually go over and heal said person.
and yes this has been requested before.
as for healing order, it starts from the top and works its way down until finished.
a well skilled Medic can do this in seconds.
