I think it would be really cool to have the people in the game more varied overall. Of course it makes sense to give general guidelines to units, like "Most hungry bandits will have these stats". But there could be a percentile chance upon spawning that some of them would be not part of the general mold. Possibly weaker than the rest... a more feeble Hungry Bandit (if that's possible xD). Or, a Sand Ninja Jonin who suddenly now has attack and defense up in the 70's.
I'm sure we'll be getting more varied guys now that people loot equipment and such, which is cool, but the stats seem to be staying about the same. Maybe this is because most of the regular spawns end up dying before they get any stronger.
I think it would be awesome to give the regular spawn units more variables, along with random npc's that are similar to adventurers, but could be very different. Like the Lone Wanderer Bandit......... who is either a super badass or just a poser who gets wrecked in half a second.
If the regular spawned units actually are programmed to be able to gain skills and get stronger, then that's actually really cool. Though, even though some could argue that no one is supposed to have an 'advantage', it may be a good idea to make them grow skills at a faster rate, since the random npc's have a lot less survivability than the player-run characters simply because... well... they're kinda dumb a lot of the time xD. And they will usually end up dead before raising more than a point or two in a single category, or even less than that.
I also saw that Hatsune Neko made a mod that did this, and I wish I could install it, but I'm afraid I don't think my computer could handle the population increase that he has in that mod xD.

it allready has the random variance, all i did was increess it so the variance was more distint.

I see. Now that I think about it I have seen some variables in the units but... the numbers were so minimal it made very little difference xD. How did you go about making the variance more noticeable? I haven't done much modding so I'm not quite sure about the best way to do that.

Right now, Dust Bandits can have stats ranging from 7 - 13 but if you change "stats randomise" to 10, they would range from 0 (dem useless bandits!) to 20. It's not perfect yet since there's no percentage on the diversity of distribution. Like you want the majority of bandits having stats at around 20, but you set "stats randomise" to 30 so it could happen that with bad luck the majority is running around with stats at around 45.
