Just like in real life, you can last way longer without eating than you can witout drinking. Dehydration is a much bigger threat than starving and as has been made pretty clear by a lot of people, starving is still far too punishing at the moment.
The game already has water, cups, water jugs and other types of containers to hold liquids so really this might be a case of it simply not being implemented yet. But if not then i definitely hope it's something they consider.
Not eating should still cause debuffs on your strength and whatnot, but it shouldn't kill people off in almost a single day.

The food implementation was straightforward enough because its long lasting and light for long expeditions. Water needs a LOT more care and attention to not screw over players though, for a number of reasons.
First, water is heavy and you need much of it often, therefore isntead of just sticking some water in shops and calling it a day, there needs to be many more ways to procure water in the wild. Drinking from rivers, camping raincatches, and NPC used wells should be spread around so that players have at least a chance of getting water in hostile territory where they cant buy from shopkeepers. Water should be easy to get most places but in small quanitites, larger parties should be the ones that have water issues. Also, well water in cities should probably be free to use for anyone normally allowed in the town, making water more of a challenge for long trips and for enemy territory.
I've been working my way through the Dune series recently and a still suit might be fun. Also the ability to extract corpses of their water. Great books, them.

They should make water level fall as fast as food does now, then make food draw half as much.
With getting water from any source you have to factor in diseases. Purified water would be the only kind of water you want to drink, just as in real life.
Some foods have enough water to supply you with a surprising amount in a day, so this should be factored in as well.
