Bounty hunting question

I manage to capture the dust king . his bounty is 30k
Im -60% with holy nation.
So who /where do i turn in the bounty within the shek kingdom or empire?

Nvm , i see u just put him in the cage....
I thought they would steal from me...so i saved the game and took a risk...

Huh, I'm in -100 of relations with the Holy Nation, but my team got their equipment, so they just put this on and drop any prisoner in cage of any Holy Nation city.

There is also now a police station in a non holy nation city that will take your bounties.
Not spoiling where though.
