That's a very good question indeed. Although it seems like the forum branch isn't entirely right, i'd like to know the answer myself
Should be that way, since HN are entirely anti-tech, and ought to see replacements as heresy.

I don't think so.
Skeletons are not hated just for being "robots", they are hated because they are believed to be evil, that they brought down the end of human civilization.
Or at least that's how I've understood the situation from what I've gathered in-game.
If some lore expert would like to correct me, feel free to do so.

From what I've understood, the humans are using the Skeletons as a scapegoat. Only just because the Skeletons have been around for thousands of years and they seem like the boogey-man. But according to the tech hunters at World's End there are conflicting theories. The human scientist there thinks it was some super tornado. The skeletons survived because they could withstand such a tragedy. The skeleton scientist thinks the humans were mostly wiped out by a super virus.
So it seems the Holy Nation will just use any excuse they can to make everyone but white males seem evil. Heck even white females have to pretend they are on their way to repent just to get away from them. So I'm betting that anyone with robotic limbs will look like outcasts to them.

What actually happened to ancient humans isn't relevant. The fact is that at some point after certain global commotion, HN started to assosciate tech with skeletons, thus, consider it evil. Indirect evidences from HN cities: no ancient science books allowed, minimum electricity, if at all, no complicated machinery.
Sincerely,
Your open-minded HN sympathiser
