As long tetanus is not in the game, the rust seems better xD

Always go with sleeves - you need your arms man, and now you can lose both using a crappy sleeveless shirt.

Another way to look at it is that the rusty chain shirt is classified as medium armor, while the leather vest is light. It is also specialist grade, and medium so it is better for frontline combat. As with the other response, the vest doesn't have arm coverage and with the increased likely hood of limb detachment in the new update, arm coverage is even more important.
