Has anyone seen the skeleton recruit in The Hub since last update?

Has anyone seen the skeleton recruit in The Hub since they moved the bar from the snail house to a storm house? In all my previous starts he would show up either immediately at start or wander in within the first couple of days. But I have two games I'm playing now and he hasn't shown up in either. one is a new game and the other an import were I hadn't got around to recruiting him yet. For me, he's always been named Thoke, but I don't think he is a unique named recruit.

I had seen him since they changed the bar location but not since they 99.5 update.
I have noticed that the bar patrons wander around and patrol the town now that they have the smaller bar. In fact that was where I saw him, he was walking through one of the gates "Patrolling".
