Lo-Fi Games

Is there a mod that will give every character an item I already have? For example, I have about 100 characters and I want them each to have a med kit and splint. I want a mod where I can select a medicrate full of splints and give everyone one (or two or three).

No, and a mod like that is not possible to be done. As for it being a pain to manage the equipment of that many characters, that is to be expected when you more than triple the default limit of characters allowed in the faction.
