How long before the whole map is released??

It makes it hard to fully get rid of UC, and get around the Holy Nation.
Also can Tinfist be added to Heft or Heng after you take out the Emperor? I think since he doesn't exist in-game yet, the anti-slavers take over Heng then after you leave they despawn because Tinfist is "dead," which leaves an empty city.
