The first time my game crashed, my entire save file seems to have gone kaput. All of my characters no longer exist and I'm not able to do anything, though my outpost still exists.
So I created a new game, and when I reached the same area, I found that all of the buildings from my first save file were still there (just south of Squin), but the ENTIRETY OF SQUIN was deserted! All of the npcs AND my characters were gone!
I just crashed again during my second save file where I had set up a new outpost just south of the Hub and had been using the Mercenaries from the local bar to protect my outpost and upon reloading the game, the Mercs are nowhere to be seen! They have just completely disappeared!

your buildings still being in game mean's you started a new game while still playing. this is a known issue, importing your save with the import buildings uncheacked will reset your world with no player buildings.
if you can, please upload the crashdump.zip or any other log files, including the save log.
the disappearing squad is also a known issue but they have not been able to find a fix for it as so far, we have no way to reproduce it to find out what's causing it.
so include any files you can
if files are larger then what the forum will allow, use a cloud storage service and set it so people can see the file.

If Kenshi crashes, it will generate a file called crashDump.0.xx.x.zip, in the main install folder. (The default path for the folder is 'C:\Program Files (x86)\Steam\steamapps\common\Kenshi')

I don't see either a crash file (which could be because I restarted the game since then as you mentioned) nor a Kenshi log file. I have two text files named "kenshi" and "kenshi_info" though the forum isn't letting me upload .txt files. I'm also not sure how to upload a save file, I looked in the folder called "save" which has several folders in it though they are all empty.
Those text files are the logs, you probably just don't have file extensions turned on. You can upload them by right clicking on them, and selecting send to-> compressed (zipped) folder. You can upload the zipped file it creates.
As for the saves, they are now located here:
C:\Users\YourUsername\AppData\Local\kenshi\save
Odds are AppData is hidden for you though, so you'll have to enable viewing of hidden files and folders like so:
