I can't seem to find anywhere to claim a bounty in black scratch despite doing it before, was this changed recently?

Shouldn't have been, did you by any chance purchase a building in Black Scratch? I have heard there's a bug that empties buildings in towns you purchase a building in/build in a purchased building in. A quickload would fix that, if that is the issue, but I'm not sure what would happen to your prisoner.
