Wikia talk pages?

So, I was looking to do some editing on the wikia to make things "cleaner", but always prefer trying to discuss things first, but i saw there were now "talk" pages for the individual pages, was that by choice, or just a matter of the wikia used? if its not possible to have them right on the wikia, could we maybe get a sub forum here for discussions?
