Question about hirable NPCs

Hey guys,
I was wondering if hirable NPCs were randomly generated or not ? Or if they are supposed to appear in Bars and change location ? Or if there is a predefined amount of hirable NPCs already spawned in the world ?

right now, unless its changed with me not knowing it, hireables at bars are set in stone. though they are randomly generated there is a fixed amount in the game on a new game and on importing, usually its 2 or three hireables to each bar.
importing into a new game is the only way to repopulate them until game NPC re population is fully implemented.

there seems to be a bug with the hirelings with the new bar population. I have seen few hirelings in the bars. many bars are completely empty. When I do find hirelings, there are sometimes 1 - 4 of them in one bar. I haven't posted about it cause I'm hoping that it will be ironed out with some of the new updates.
