shop keepers

don't know if its a bug or what, so am just posting it, but I go into a town and there's no one in the shops or the bars, so I cant buy any back packs or cloths the only shop keeper there is the armor keeper and there are people running all over the place from town to town, some I think are shop keepers, so just saying don't know what it is.

Happened to me a few times, I just created a new game and imported squad.

Quick Save then Quick Reload usually makes those lazy traders come to the shop for me
