.40 NPCs gone?

Description:
I was playing, when all of a sudden i get attacked by bandits at my base, i start to loose so i run to teh city. Huh no guards are there, i run into some shops looking for help, no guards or trader NPCs. I run to the next city same thing has happened. All the guards and traders are gone only me and bandits IDK what caused it or what but it has made me have to restart comepletely.
Steps to Reproduce:
I have no clue they just all diss appeared

Its random as far as i know
System specs/OS:
Windows 7 64bit
Nvidia GTX 690
12 Gb of DDr3 RAM
1 Tb HDD
Severity:
Major, you can hardly play with no traders or anyone but bandits.
Workaround:
No clue

Oddly ive happened upon this bug too unless theres some ingame time issue with shopkeepers

built some new buildings at my outpost small shack, stone mine and generator
wiped out 2 sets of hungry bandits that attacked
headed to the closest town to sell loot get supplies but npc's seem to have disappeared
patrolling groups are still around though of all types

I've had a similar issue, but mine occurred directly after saving the game and it crashing during said crash. After that, every town and outpost was a ghost town/outpost. Not a soul in sight.
Yep, can confirm this. Crashed during save, all I can remember that I was doing was building the basic research table, re-organizing inventory, had just sold some stuff I believe and that was it. Not sure if any NPC's did anything as i was busy re-organizing. Crash dump file below. Tried to reset squad positions but it kept ghost town. Importing with or without buildings works fine but I didn't save when I imported buildings due to it being buggy.
( A bug where if you bought a house in town or at least Brink and you import it, both you and the original civilian will own it, thereby causing a mess and having it unbuildable. )

Been playing the game for most of the day and haven't noticed this again. So far it looks like it might be fixed with most recent update...

Just got this bug. At first I thought the city had fallen to bandits, which kind of bummed me out, yet also made me happy that the dynamic world was working. Of course I head to the nearest trading post and no one is there as well.
I don't think the bandits are wiping out settlements, but the characters are no longer present.

same problem but i still have outpost reinstalling or importing location didnt help 4.01
Had it again. Was at Brink again, in the field looting from a massive brawl the ai had. After saving of fearing a crash, it crashed. Was researching as well as building but the biggest lead to the crash is the massive brawlout that i looted. Quicksave and crashdump are there.

Also have a complete empty town next to my outpost in my new 40.1 game. All NPCs gone.
