The Free Traders are going extinct

So I've never really been into setting up a shop in my base since it's always had it's bugs and what not, but now that the shop counter bugs have been worked out I've been running into other issues with the trader caravans themselves. First off I've read everything about the shop counters, I know to make the base and building public and all and make sure there are no locked doors. Now the problem is that there is just no one to trade with. The Free Trader outposts have all 0's for their population stats and I haven't seen any going between towns in days. I've tried importing saves, starting new games, pressing ctrl+shift+f11 and nothing is working. I know there was a recent fix to the trader AI but now there are none out there. If anyone out there has a solution I'd love to know if there's a fix.
