Adventurers Guild member worth a Bounty

Ran into a few others after him and they were not showing a bounty. Wasn't thinking or I'd have grabbed a save for just that guy. Took the screenshot and continued on with my game. Hope it's just the one specific guy and easy to narrow down. Nothing game breaking regardless. I didn't think to knock him out and see if a police captain would indeed pay the offered bounty.

just like the bounties are not guaranteed when you take down a Boss.

Is it? Suppose that whole guild isn't just goodhearted random wandering bandit hunters like i had thought. Must be a gang of criminals, so i will have to do my duty by killing and looting them. Or maybe just beat up, loot and equip them as starving bandits. Since its intentional might as well delete the thread though.
