[0.90.10] Mongrel never releases non-fogmen prisoners

Mongel doesn't release prisoners who's bounties run out. It makes sense to keep the fog men imprisoned, but players, random mercs that get caught up in bar fights, etc etc should probably be released after their prison time expires.

I would also like to add that escaped servants also never get "released". They sort of get released but when leaving the cage they are immediately attacked and returned to the cage. Basically what happens is a escaped servant is always considered hostile and if they are within a city they are attacked and taken to jail. Now when serving there sentence they get out of the cell and the guard realizes they are an escaped servant and throws them back in the cell. This is an endless cycle leading to bounties of 10000+ on servants.

the escaped prisoners never seem to be treated as hostile by the holy empire for me. they just pass right by each other.
