Attempting to heal downed neutrals doesnt work

If i lead a group of 40 holy paladins to skinners roam for a huge fight between united cities guys and them, i would like to at least be able to heal the downed united cities guys when the battle starts turning for the worse and the paladins overrun the city and kill everything, my sidekick, and then proceed to slowly cut me down as i limp away from the fray and die from blood loss.

Regardless, im not completely sure if this is a bug or not, but clicking first aid on downed characters not a part of your party doesnt work. Inside buildings, outside buildings, anywhere, anybody.
