0.96.5 - Attempting to use Strength to remove shackles

Im an escaped slave in the Rebel Base trying to use strength to remove shackles (since trying to pick them does nothing, i just stand there) and everyone nearby in the bar acts like im trying to steal something (one of the guards yelled "Thief!" before the screenshot).
This happens as soon as i click it and doesnt show as a criminal act.

"Thief!" must be a wrong line. Other then that, i guess these thugs got a thing against escaped slaves, maybe because they can resell them.

I could also assume that shackles aren't considered slave's property, but rather everyone's property, maybe, so picking them is considered illegal.

Or, the act of picking shackles itself is considered illegal by everyone, except the few slave-sympathising groups.

You might've noticed that slavery is accepted by two major nations, therefore, it is no surprise that some minorities might accept it as well.

What of that "Discovered" state? Was it there before you tried to break free? Bar guys could've suspected nothing before you took that action.
