[0.98.2] Idle squad members trespass to relax

I bought a shack in one of the cities, and after that, my idle squad members with "Jobs" enabled started to relax when they had nothing to do. Seemed fine, but when I wasn't looking, one of them decided to go into the city's armoury to relax and promptly got arrested.
