[98.19] - Wildlife Spawning in town & other spawn bugs

In play over the past few days I have literally been subsisting off of skimmers that spawn in town, where they promptly murder a few peasants and die. I would hazard a guess that they are not in fact supposed to spawn five meters away from me in the middle of the royal city in the region.

This is in the Great Desert region. I don't know if skimmers spawn elsewhere.

Additionally, it seems proximity spawn limits, if any exist, are failing hard. I've experienced partial squads (and once a full samurai platoon) spawning pretty much out of my ass. This is unpleasant when they hate one of my number for reasons. I do not remember squads spawning in such close proximity before, but it's been nearly a year since I last played.

To clarify, this is not only occurring at max gamespeed while running across a desert, or when the game is being particularly greedy with resources, it occurs when running at default speed with my framerate well above thirty and my view distance set high.
