Everyone Has Stopped Doing Their Jobs(Save game included)

Here is my bugged saved game, see if you can figure out why everyone stopped doing their jobs and fix it.

I dismantled my inner gate and that seems to have gotten people working again, sort of. Im having to manually control my engineer to build things. It seems if you build a small walled in area with a gate inside your main base it somehow messes up your jobs.
