Implausible Out of Memory Crashes

I played the game a few months ago on my old Lenovo desktop which had an integrated i5 for CPU and graphics with 8gb RAM, the game played fine with only occasional crashes when my desktop overheated because it was a shitty refurb school computer. A month ago I built a completely brand new desktop (AMD Ryzen 2700 and nVidia geforce rtx 2070 with 16gb RAM total 8gb of is dedicated VRAM) and now it crashes within a few minutes of playing even on minimum settings, fast zone hopping off, and not using the 3x speed. My task monitor doesn't show me using more than about 4gb of tota RAM while playing too. I have decreased every possible graphic and game option, uninstalled and re-installed a few times, updated my drivers, and I have continuosly used the steam Verify Game Files trick of which it always finds two files are incorrect and reaquires them though what two files I don't know. The crashes are random with no tie to any specific activity or zone, I also have no mods on. The crash is specifically titled "BAD STUFF" and says "Kenshi crashed because your computer ran out of memory" and then various suggested fixes I have already tried. I am at a complete loss on what to do now, tried every fix I could read about or see videos of, and otherwise this gem of game is unplayable now.
