[0.92.2] Research Inconsistencies

I've noticed some strange things happening with Research starting at Research Bench 3

The following have no requirements and can be researched at either of the previous research benches that do not require Power:
Large Building Shells
Tech Level 4
Heavy Building Foundations
Wells 3
Steel Bars
Weapon Smithing 4 + 5
Advanced Weapon Smithing
Plate Armour Crafting
Imprisonment
Composite Runners

Also noticed that Composite Runners does not produce any noticeable benefits, but I have not verified this by testing the crossbow mounts yet.
