[0.95.17] Empty Water Clan Hideout

Just before I found this I found the Empty Ruin, which was to no suprise... empty.
Then I encountered this hideout owned by an active faction and it was completely missing everything. This is not a hideout, its a building that seems as if it got left out in the cluttering pass for that map section. Missing content or intended as is?
