Squad GUI Scroll Bar Missing

I have uninstalled all mods. I have checked for errors (via Steam). I have reinstalled the game. The squad gui has a missing scroll bar. I am pretty sure Steam has been giving me the most up-to-date version of the stable build.

Please advise. I saw on the list of things the devs were working on that the gui scroll bar was fixed, but it is not the case for me.

You only have one squad with characters in it.
I'm guessing that has something to do with it.
try moving someone to each of the empty squads and see what that does.
Or You can delete the empty ones.

It is the same with multiple squad members. I was having problems so the image I had attached is from a game with a clean install with no mods installed and a new beginning.

The 'Nameless_0' squad gui does not scroll either. I did not have problems before in January. Before, I was always able to scroll even when I did as I showed in the picture (making multiple squads with 0 members).

The number of squads keep increasing by one whenever I add a squad. Perhaps this counter is the reason? I have no idea what that counter is doing in code. Another thing of note is that when I load the game with all these squads, the gui is such that the squads are oriented horizontally from one another.

So, instead of:

Squad 1
Squad 2
Squad 3,

I have

Squad 1 Squad 2 (Squad 2 is mostly off the gui menu) Squad 3 (It's completely to the right side of the menu and does not appear)

The squads then orient themselves correctly and have a scroll bar when I click 'New Squad' in this state, but as I delete even one squad or exit the menu, the scroll bar disappears upon entering again.

I saw that someone had asked for help with this issue and I read that the issue was supposed to be fixed (I am not sure if it is fixed in the experimental or the stable version), but it does not appear to be fixed with the stable version.

Oh, also, many members of my squads will not move (or move with a huge delay). I have tried all the suggestions I found in the forums including importing and resetting the squad positions. But, when I assign someone to a turret or to engineering, only some members will move to their assigned jobs while the others sit there. One of my characters I started with also has a similar issue where the character runs and then will not move for a while. When I click sneak, the character sneaks immediately, but when I click heal, I get some comment along the lines of, 'Why should I heal this character?' When I try to assassinate, the character does not move. I need to physically click many times to the location in the vicinity of the character I am trying to stealth ko, hope that the victim does not move, and do the stealth ko. I still also get double animations (of the stealth ko) whenever I try to move on to the next individual (to do the stealth ko) before the animation is finished.

By resetting the squad positions, the main character I had a problem with stopped having most of the problems. But, a couple others (that did not have the problem) now have the same problem. I also have other characters that give me some complaint like 'I don't have the building materials' even when I put the material in their inventory, bag, or have already completed loading the building materials. These characters will not build.
