Watchtower Crossbow cannot be built from top of tower

Builders are unable to reach a couple of the crossbow build positions from the top of the tower.

1 of the positions can be reached from the second floor, but this must be done manually as AI cannot figure out how to reach the build spot on it's own.

additional note: once built this position can only be manned from the second floor, on the stairs.
