My guess would be that pobably some of them still managed to slip away, and maybe they were after some loot or mere recon, rather then blood. Not sure if raid diversity is impolemented yet.
My town've not yet had a single successfull bandit raid, they all failed, and i've been specifically making sure they'are all dead and burnt.

I had this once also. They got to my door and before I attacked them the system said raid successful and they started to run away. Most of them didn't make it but a few ran faster then my harpoons could reload. They never made it inside or even breached the gate.

Yup, I've observed some weird dust bandit raid behaviour.
They come to deliver their demands and the following has happened to me before:
- Bandits come, get paid / get killed and there is a succeed message.
- Bandits get paid but don't leave and just stand there, demands are not fulfilled and if I talk to the raid boss he expects to be paid more. I ended up paying him 3 times before he left. (There were also two bandit demands grouped together. No way I could kill some +30 bandits, they didn't mind standing around for a few days.)
- Bandits show up, start the speech, then turn around and run away. When the boss's speech was finished and he orders the attack, the group starts charging back to my base. Then they stop and I get the 'bandit demands succeed' message and they return to their spawn camp.
- The time between demands is sometimes consistent; however, I've often had the second demand take a LONG time to come. Often the 2nd demand is a bit "screwie". The double bandit demand that didn't leave happened after a LONG delay after the first demand. I am currently experiencing this on a new play-through. I'm planning a mass-conscription of drifters hanging out in bars so I can start working on the great dust bandit war.

Something similar also happens in 0.98.4 with town assaults by hostile factions like rebel farmers and vagrants in the UC territories.
It seems like the moment they touch my gate they "occupy" my city until the entire party is unconscious or dead or dying.
Problem is, sometimes the party is split so after a long period of time a couple guys who were left behind will return with the goal "patrol town".
