Two problems

1. The shop owner/merchant is labeled "Shop Guard"
2. He seems to have a dialog overlap with the Holy Nation farmers, because he began screaming about the Second Extinction when my character with robotic limbs entered. None-the-less, he did business with me and did not go hostile.

which shop owner, where?

Had a similar issue with the Fishing Village on the Stormgap Coast. My guys went in and the farm merchant freaked out because my guy has skeleton limbs. In my case they attacked, though. I had garru and bonedogs and the shopkeeper attacking me, and the city guards came to their defense. I had to run out to avoid killing everyone.

When I came back later the city guards and everyone were no longer hostile, but the farm merchant guy was still red and his garru attacked me again.
