98.47 Stealth KO'ing slaves isn't a crime

Fresh Rock Bottom start. I walk up to a random squad, like Noble Hunters or whatever, enter stealth right next to a slave, attempt a Stealth KO/takedown. If it fails, only the slave gets angry and begins chasing you. If it succeeds, he drops to the ground and the rest of the squad goes onward on its merry way.

I'm just KO'ing the slave whenever he gets up and I rose from 1 assassination to about 40 in a couple of minutes.
