[0.98.57] Characters not dropping bodies after death

For some reason characters continue to carry other's even after being downed leading to the physics freaking out. Picking up the carrier only result's in the character being carried bugging out.

...same thing. Started new game, have fight with bur thugs in Hub, guards pick tham up and never drop tham on the ground, they can even pick up multi npc's.
