World Reactions inconsistency

I was looking through FCS and i found an inconsistency in the world states. This should not have been changed by another mod, but maybe double check.

To my understanding Admag override seto would mean that esata has died and seto takes over. This shows the opposite.

If i'm wrong and this is what's it's supposed to be then all good.

No, it's right how it is. It's supposed to be Admag when Esata's daughter is killed, and she's gone essentially blind for revenge. She sends the army to strike the HN, leaving the town mostly defenseless. The override is there to show the significant decrease in warriors in the city, since they've been sent off to war.
