[0.99.1] Slaves Disappearing from Rebirth

Several games I've started recently, I've noticed an absence of slave from rebirth. On many of those, I hadn't visited Rebith though I'd passed by and discovered it. Later I visit and notice lots of guards but no slave.

My latest game, I've gone to Rebirth very earlier. There were lots of slave. In fact so many they were queuing up 3 or 4 deep at some of the slave poles. They seem to ignore the plentiful cages in the guards storm houses, when they lock themselves up for the night.

I freed about 4 or 5 of them and left as dawn was coming up. Three joined me, but I dropped them, as I wasn't looking for recruits. The folling night I returned to Rebirth to free more (its great lockpicking practice). However there are no slaves to be seen. They have all disappeared though plenty of guards are still there. This doesn't seen right.

Every time you revisit an area with slaves they are gone. And it happen with other npcs too. Hope the devs fix it soon.

potentially related: it's been 40 days on my game and no new bar recruits have spawned. i started a new game, went and checked some places and saw recruits, but i when i got back to the place i started half of them were gone, and none remained in any other place as i went back through.
