Holy Nation not attacking Shek

At one point I was -100 while training my Shek army against Holy Nation. I would stand outside the range of their wall bows, but close enough they could see me and come after me. I started this at 0. Because, you know, Holy Nation hate Shek.

I needed to round up some supplies, so I paid the HN pacifier so I could send some humans into the cities. But now that I am ready to fight again, they won't aggro on sight. I'm 15 Shek wandering the streets of Holy Nation towns like tourists. That's not supposed to happen, right?

So this was only the case at Stack. Outside Blister it had the expected effect.
