Incomplete Faction Switch after Wiping out Holy Nation - 0.99.5 Experimental

I spoke with Shidan on the Kenshi Discord and he recommended I post this here:

I have wiped out the populace of Holy Nation from the major cities as well as the farms and mines. All farms and most mines save one show "DEAD" or 0/0 inhabitants. The exception is that one of the mines shows "1" inhabitant although that NPC is nowhere to found when I travel there.

-I allied with the Shek after capturing the Bugmaster. I also declared war on the Holy Nation. I did the same with the Flotsam Ninja.
-I imported the game after a new update was released.
-After import, the game did not recognize I had previously allied and declared war on the Holy Nation and I had to do so again, however I only did this with the Shek and I neglected to do so with Flotsam Ninja.
-I captured Seta and wiped out most of Stack's population, then put Seta in a Shek prison cage. Stack subsequently switched to Shek control.
-I then attacked Okran's Shield and wiped out all of the population. I was NOT able to find Valtena among the dead or anywhere in the vicinity of the town. I also wiped out Narko's Trap around the same time. Bad Teeth and some of the Southern Holy Mines subsequently switched to Shek control.
-I then attacked Blister Hill and captured the Holy Phoenix & the Protector of the Holy Flame killing most of the population. I put both of those faction leaders into Shek prison cages.
-I then realized that I had not yet made an alliance with the Flotsam Ninja, which I subsequently did and also declared war (despite all of the leaders being captured or presumed dead).

-Since then Blister Hill, Okran's Shield, and Narko's trap have remained in Holy Nation hands.

A couple of other things I've noted:
-Some of Blister Hill's buildings are now in a destroyed state.
-I have seen Shek, Holy Nation, and Berserker patrols roaming throughout the Holy Nation territory.

The problem is that you need to imprison or kill High Inquisitor Valtena to completely destroy The holy nation, when you talk with Moll she tells you this, but there is the problem, i'm playing in the lastest experimental version and Valtena doesn't spawn in Okran's Shield i don't if it's bugged or he does spawn somewhere else i tried to import being in Okran's shield but he still doesn't spawn.
