[0.98.62] Walking freezing bug upon stopping movement

I am experiencing an odd bug in Kenshi since a while. When characters are finishing a movement order or otherwise stop moving they go alongside with their animation into a slow motion and seem freezed for like 2-4 seconds before switching to the standing animation. NPCs are affected too.

Disabling all mods didn help, neither did start a new game or reinstalling it.

I am running Kenshi on Windows 10, Nvidia GTX 970 and 8 GB ram.
