Black Plate Jacket has a bigger dex penalty than White Plate Jacket

Is that intended? Seems weird.

Edit: While I'm already at it. Samurai Boots at Masterwork have practically no penalty to combat speed, yet it still shows up as 1.00x Combat Speed which is kinda irritating.
