Video is set to very low quality. Ultra quaility same result.

In other games all is fine. No viruses on computer. Checked with DrWeb, Avira, Kaspersky.

Do you have the low FPS on one specific location or all over?

Do you have any mods that may be spamming logs or scripts?

What graphics settings have you altered (such as shadows and draw distance)?

The reason I ask is that I have a similar system to you (apart from CPU) and get a steady 60fps (vsync) except in a few areas when Loading... happens. It settles back to 60fps when the Loading finishes.

I checked with the ASUS GPU Tweak tool and showed that I was using about 2.8Gb VRAM and the GPU tended to sit at about 35% utilization even when the FPS dips happened.

I would suspect the game is mainly CPU bound so see if it does it with a vanilla mod-free game first.

I understand you said all other games run smoothly, so this should too, is there any chance you just reinstalled Windows and haven't tested those games on it, since you reinstalled, yet?

I hope this doesn't come off as insulting, but with specs like those any game should run smoothly. With less than even 30 fps on that CPU, even if your GPU's not helping out, it sounds like even your CPU's attached graphics chip drivers are possibly not working right.

If manually refreshing and running Windows update doesn't fix it, if you're running an Intel, you can try running the most recent Intel driver update webpage gizmo:

Anyway, more details on your system (OS, what kind of CPU, etc.) would help.

I have low fps only on this save. You can download it and test. If this save is loaded there is low fps on all game map. FPS is not low for some time if I cancel tasks for characters and tell them to go to some place everybody.

I tryed to disable all mods. It doesn't matter on fps id that save file is loaded. Other saves are with good fps with and without mods.

All video settings are ultralow, shadows disabled and other. Problems are only on listed savefile.

CPU: i7-4820K, 4500Mhz * 4 cores (8 threads)
Video: GTX1080 8Gb
RAM: 32Gb DDR3 4 channel
SSD OCZ Vertex 4

GPU-z tell about GPU utilisation about 35%
CPU utilisation is about 45%
