By FCS setting, fail to equip race excluded shirt

I created MOD that give hives shirts to most of characters that may be Hive race.
It seems to be almost successful, but sometimes the following happens:
-Non-hive race character who not equips standard shirt and has hive shirt is spawn.
-Hive race character who not equips hive shirt and has standard shirt is spawn.
The settings to reproduce with minimum change from vanilla are as follows:
CHARACTER: Slave (please spawn many)

Rag Loincloth 1 100
Prisoner Shackles 1 100
Leather Hive Vest 1 100 <- Add
Leather Vest -1 100 <- Add
