Kenshi wont install on steam after new update, stuck on 95%

I have played and installed Kenshi on and off throughout the years. I recently decided it was finally time to jump back in, but for some reason the download keeps getting stuck on 95%. I have tried all of steams recommendations (emptying download cache, changing download region, trying on a different wifi network, re-downloading steam, etc.) and none of them worked. I have given steam special permission through windows defender ( I am on a windows 10, lenovo thinkpad). I don't know if this is a problem due to the recent steam update or what it is. I have been able to download 2-3 other games, so the issue seems to just be with Kenshi.

its either a issue with steam or on your end.
and not sure what would help.
