(FIXED) 1.0.39 hangs on loading something I think characters but not sure?

On new game start, selecting start type and conditions press start game is loading to character creation but never loads in. Quit game try again works fine but then try again stuck loading again.
Same load hang happens when entering populated area of map on new game, old save can load existing towns fine but will also hang on loading forever if entering city or outpost not in the save.. just says loading forever and cannot unpause this typically only takes 1-3 seconds but now I must quicksave and quit then restart game to be able to move on.
