[v1.0.42] Koin Dialog Wrong Condition

The character Koin has an incorrect condition on one of his lines, preventing a UC alliance using the "influence" path if you have a level 3 city, making the game think you have no city at all.
Dialogue: Diplomat koin
Line: [He nods his head while he reads the report]... An impressive city, /YOURNAME/. You'll surely make a useful ally to us. Now, all I need is a 10,000 Cat joining fee and our alliance will be official.
The line is checking the DC_TOWN_LEVEL_CURRENT_LOCATION, instead of the DC_PLAYERS_BEST_TOWN_LEVEL like the other similar lines. Simply replacing the condition fixes the issue.
