Fishing Village in Outlands

The fishing village in Vanilla in the Outlands Zone is for some reason Deadcat, despite being the other side of the map to where the Deadcat are located. Looking into the files the Town Placement that is placed there is Fishing Village with string ID 1222-gamedata.base. There is an identically named Fishing Village with faction set to United Cities (which makes much more sense) with string ID 55650-rebirth.mod.

Another factor showing that the incorrect town file is being used is that there are gates to the town. With the Deadcat file there are no gate guards with which to open the gates while the UC version of the Fishing village does have gate guards.

I will note that the United Cities Fishing Village file only includes 1 squad of gate guards, meaning only one gate will be opened. I don't know if this is intentional due to the danger of the area, only keeping the seaward gate open (unless they choose randomly).

Here's a picture after I modded showing that at least one of the gates have been opened by the one gate guard squad and everything spawns correctly.
