Lo-Fi Games

Shops never close so I can't really rob them blind. I've tried everything I could think of, importing, deactivating and reactivating every mod one by one, reverting to an older save. Short of starting a new game I'm lost for what to do about this.

Which shops specifically was this? And which town? There are some shops that simply don't close, so it might not be a bug.
