[v1.0.51] Black Plate Jacket Stealth Multiplier

The stealth multiplier for the black plate jacket is bugged. In the FCS it is set to -1, which leads to huge issues mathematically, causing it to have a penalty of -99% to stealth, though it doesn't show up on the tooltip.
